Superstorm Sandy coverage has higher resolution with Windows 8 MSNBC App than the website

MSNBC Superstorm Sandy video on Windows App – higher resolution
I noticed for months that the news apps on Windows 8 were showing better videos and photographs than the same MSNBC site with either Internet Explorer or Firefox.
The above still was captured from the 1900 pixel wide MSNBC Windows 8 app. It looks sharp even in full screen.
The screen shot below is from the same MSNBC website, only on Internet Explorer 10. On full screen, the picture is fuzzy and irritates your eyes.

Windows 8 has new minimum resolution of 1366 x 768 which creates a better user experience.
I could not find a good explanation for why Windows 8 apps have a higher resolution but it is enjoyable.
